ISSUE 43:

Inroads 43 turns its attention to Asia, with articles on the retreat of democracy in Southeast Asia, the key role of inadequate primary education in keeping South Asia poor, Japan’s divide over its pacifist constitution, and the evolution of Nepal’s Maoists from guerrilla army to parliamentary party. Other articles look at two of Canada’s most intense debates – over the Trans Mountain pipeline and Quebec’s partial ban on face coverings – as well as Quebec’s new antipoverty program, the role of political institutions in the rise of Donald Trump, the complex ways in which Brexit affects Ireland, and Canada’s poor showing in the international market for television content.

नेपाल कम्युनिस्ट पार्टीको कार्यभार: नेपाल कम्युनिस्ट पार्टी (नेकपा)को बैठक ऐतिहासिकपाराले भएछ । महाधिवेशन त हुने नै भयो । केन्द्रीय समिति पनि ऐतिहासिक, स्थायी समिति झन् ऐतिहासिक सचिवालयको कुरा गर्न परेन । अझ त्यसमाथि दुई अध्यक्षको बैठकको ऐतिहासिकताको चर्चा धेरै नै छ । नेकपा बैठक भए बसे वा नबसे पनि चर्चा र ऐतिहासिक दुवै हुनेछ । यतिबेला स्थायी समितिले निर्धारण गरेको र आगामी महाधिवेशनको कार्यसूची पारित गर्ने भनेर बोलाइएको केन्द्रीय समितिको बैठक फेरि स्थगित भएको छ । त्यसरी स्थगित बैठकको चर्चा, त्यसको कार्यभार र चुनौतीका बारेमा चर्चा गर्ने यस आलेखको आसय हो । त्यसो त नडाक्ने र डाके बस्दै नबस्ने, बसे निर्णय गर्न नसक्ने, निर्णय गरे कार्यान्वयन गर्दै नगर्ने बैठकको चर्चा किन भन्ने पनि प्रश्न उठ्न सक्छ । सत्तासीन विशेषता बोकेका कारणले नेकपा बैठकको चर्चा आवश्यक छ । बैठकको दर्शन
